MOTORCYCLE SAFETY EDUCATION PROGRAM .

Licensing via Course Completion

Many of the students enrolled in the Hawaii Motorcycle Safety Education Program will attempt to acquire their motorcycle operator license/endorsement through a newly enacted provision of  Hawaii Revised Statutes. Under Act 269, effective on January 1, 1998, the examiner of drivers has the option to waive the "road test" for those persons who can prove to the satisfaction of the examiner that they have completed a motorcycle rider course approved by the Director of the Department of Transportation. In order to be eligible for this provision, the following criteria must be met:

    1. The student must be licensable under the laws of the state of Hawaii. Traffic related activities which may have occurred in Hawaii and other states may impact your ability to be licensed in the state of Hawaii. Please be certain that you have considered all issues associated with your licensing status. You must satisfy all Hawaii and any out of state compliance requirements.
    2. The student must be of licensable age in the State of Hawaii. The Hawaii Motorcycle Safety Education Program requires that students be at least 15 years of age prior to commencing the training. License applicants under the age of 18 must hold a learner’s permit for a period of 90 days before they can apply to take the road test. Since the Motorcycle Skills Test Certification for Waiver will expire ninety days after the date of completion, students under 18 years should have their learner’s permit prior to course completion or their Motorcycle Skills Test Certification for Waiver will expire before they are eligible to apply for the road test.
    3. Students must successfully complete the training program by achieving a score of 80% or better on the written knowledge test. During the first attempt of the riding test, students must achieve a score of 80% or better. A Motorcycle Skills Test Certification for Waiver will be issued to those students who have successfully completed the course.
    4. Until the student holds a current learner’s permit, issued as a result of having taken and passed the written test at the County Licensing agency, the Motorcycle Skills Test Certification for Waiver cannot be utilized. Although no learner’s permit is currently required for enrollment in the training program, students should take the written test and have their instruction (learner’s) permit prior to course completion.
    5. At the time of licensing, the student/license applicant will be required to undergo a driver record search, test of vision, present their motorcycle instruction permit and surrender any existing licenses. The student/applicant must also surrender the original "Motorcycle Skills Test Certification for Waiver", and may be requested to display the State of Hawaii Completion Card.
    6. All required fees must be paid to the County Licensing agency for all phases of the licensing process.
